Preparation and Planning Of STS Operation

1.1 Vessel Assessment

  • STB Approval: Ensure that both vessels involved have the necessary approvals for STS operations from relevant maritime authorities.
  • Vessel Compatibility: Assess the compatibility of the vessels for the operation (e.g., size, type, stability, equipment, and cargo).
  • Crew Readiness: Confirm that both vessels have experienced crew members familiar with STS procedures.

1.2 Notification and Coordination

  • Notification of Authorities: Notify the relevant port or maritime authorities about the planned STS operation.
  • Weather Conditions: Review weather forecasts and sea conditions for suitability. Operations should not proceed in severe weather or rough seas.
  • Planning: Determine the location for STS transfer (usually at a safe distance from shore), taking into account environmental, safety, and navigational concerns.

1.3 Communication and Roles

  • Communication Equipment Check: Ensure that all communication equipment (VHF radios, satellite phones, etc.) is functional.
  • Assign Roles: Assign roles to the crew members on both vessels, including the master, officer in charge, pump operator, cargo officer, and safety officers.
